The issue of public/private partnership requires a real approach by a diversified and integrated ecosystem offer, in order to reach the widest audience. In early childhood schools, the large gap between received and potential audience requires private resources engagement, financing a service that, when managed exclusively on public funds, would be otherwise hardly sustainable and expanded.

We are still far from the target of 33% children under 3 years old attending educational services for childhood imposed by Europe. To increase children share and manage services with high quality, you have to focus on the budget aimed at them. Districts pay more or less 18% in resources dedicated to local welfare, covering almost 60% of management costs, which are normally at the expense of families, according to diversified amounts.

It seems unthinkable to support the present critical situation of services just by means of financial restyling operations.
